i am confused : i used both of the commands and the transformation constraints, but my program can still run, could this happen? is the output data correct?

depends on the constraint handler .. transformation does no follow the constraints, i.e. a constrained node in an multi-point constraint cannot be a retained node in another constraint (nor can it be a retained node).

if you question the output, EVEN IF YOU DON'T question the output, YOU SHOULD ALWAYS LOOK AT THE RESULTS.
