I want to model a simple RC circular column. Do BeamFiberMaterial2dPS and PlasticDamageConcretePlaneStress work?!!

If you are using a line element and fiber sections, you should use uniaxial materials. There are specific materials for concrete and steel. Two examples in the links below and there are others as well.
