How to download most recent source code of OpenSees?

Dear Community
I want to build the OpenSees source code using VisualStudio. I know the process little bit and downloaded n compiled the code yesterday. I got OpenSees.exe version 3.1. But, I have two specific questions regarding the process:
1. How to download a specific release of the source code using TortoiseSVN?
2. Which link should I use in TortoiseSVN to download the most recent source code (say, as and when people check-in the code with any updates)?

you want to download a specific release tag using subversion .. release tags given in
http://opensees.berkeley.edu/OpenSees/changeLog.php

see page 4 or 17 for how to download specific release
