Deterioration Modeling Parameters

hi
my model is a Moment Restraint Frame-Concentrated Braced Frame Dual system.is it possible to use deterioration modeling parameters defined in the paper" Deterioration Modeling of Steel Components in Support of Collapse Prediction of Steel Moment Frames under Earthquake Loading" about it?
