Can i use (KN-m-sec) in opensees ? Can i receive exact result with these units?

You can use any units you want but you have to be consistent. Your output will be in the same units as your input.

No, you do not have to. LibUnits.tcl is useful if some of the input parameters are in one units and some of them are in another units.
