I installed the TCL
ActiveTcl8.4.6.1-win32-ix86-99631
according to comments on Opensees.berkeley.edu
and then run the Opensees.exe
But it ALWAYS said that tcl84.dll can not be found.
Who can help me to solve this problem? Thanks!

do a search for the .dll .. you probably have not specified the correct path as shown
in the getting started part of the isers manual.
