A problem with beamWitnHinges

Hi,all
I have a problem when i use the element beamWitnHinges,how could I get the value of E(Young's Modulus)? E is the concrete's E or the combination of concrete and the steel bars?

your modeling choice:
EI is the flexural stiffness of the elastic section
some people like t use the cracked EI, others don't.
you might want t research this topic.
