Is there any stirrup consideration in OpenSees?

not typically ..

1)you typically account for it in the modeling, e.g. if usieng a beam column element with fiber sections, the materials inside the stirrups have different properties to those outside.

2) saying that there are some materials, e.g. ConfinedConcerete in which you specify stirrup properties and these are taken into account.
