Join a plate to a frame

Hi all
I have a plate that simulated with shell element and a frame under the plate that simulated with fiber steel w-section. In the fiber section, the local coordinate system defined in the middle of the web of w-section. How can I join the plate with the flange of w-section that lies on it?
