Mesh transition

Is there any way to join two mesh discretisations that do not share the same nodes?

I mean similar to the "Line Constrain" option in the CSi packages, where a constrain is form between the shell and any element that hit a border of that shell, including other shells. This way there is no need to actually create a shell transition from a fine mesh to a coarse mesh.

I believe this is not possible OpenSees.
