Static loading on a pile

Hi everyone!

It will be great to let me know about the meaning of this command which is related to an example in OpenSees about static loading on a pile! My problem is related to the definition of the timeserie and values!

pattern Plain 10 {Series -time {0 10 20 10000} -values {0 0 1 1} -factor 1} {
load [expr 200+$nNodePile] 4000 0.0 0.0 0.0 0.0 0.0
}
