Rotational springs in bridge columns

Hello. How I can model a rotational spring for simulate bond slip in reinforcing bars ? I have a bridge column model with force based beam-column elements (nonlinear beamColumn element) with fibers and it runs well. But actually I want to incorporate bond slip effects. I have read also the Hachem,Mahin and Moehle 2003 PEER report and it describe they can model rotational spring at the base of the column with a moment-rotation hysteretic model but the report do not mention how to model it in opensees or what uniaxial material they use. Can you help me ? I will really appreciate your response. thanks

pd: my model have KN and meters units so I can´t use uniaxial material uniaxialMaterial Bond_SP01
